OOC - I suspect that the entire "hand waving" thing might work on the crowd, but I doubt that it would work on someone whos got his arm chopped off...
On the other hand, no police officer in their right mind would want to arrest a Jedi. Attack them with hordes of killer robots, perhaps, but arrest them? Naah. Perhaps thats the reason why the trade federation is so narked off with them - they keep on shoplifting! Episode 3: The Revenge of the petty officialdom

refusal by the Jedi to pay parking
fines, and indeed for anything that they fancy,
a dark alliance of storkeepers have arisen to challenge
the supremacy of the Jedi & force them to pay the entirety of the
backdated rent. After initial moderate measures met with failure, (hover-car
clamps proving to be ineffectual), angry officialdom have created a vast army of
robots lead by Darth Reeve, the Chancellors personal tax collector, to make the jedi pay...
